AFNIC serves neurologically impaired children whose inability to handle frustration causes them to have violent rages, tantrums or demonstrate other behaviors indicative of their inability to cope with sensory overloads and situations that overwhelm them ("explosive children"). These children often have diagnoses such as Tourette's Syndrome, Aspergers Syndrome, PDD-NOS (Pervasive Developmental Disorder Not Otherwise Specified), Oppositional Defiant Disorder, or other neurologically-based disorders.

Parents and schools often address these issues through traditional methods of reward and punishment that neither motivate nor intimidate the neurologically impaired child and thus are not effective in helping the school or the child in working together; often leaving parents at odds with the schools. This approach does not address the underlying neurological disability and will not solve the problem. It is a fact that when dealing with neurologically impaired children, the use of punishment and reward systems have been shown to increase the child's frustration, and the reward and punishment system will actually escalate the problem by increasing the frequency and severity of the undesirable behaviors and rages.
