The Baltimore Infants and Toddlers Program (BITP) is an interagency program for families with young children who may be experiencing a delay in development or who have been diagnosed with a condition that is likely to affect development.  Children ages 0 through 2, with a suspected developmental delay are eligible for screening and assessments to identify early intervention needs in the areas of speech/language; physical, cognitive, and psycho-social development, and self-help skills. Services are provided at no cost to the family.

Services to infants, toddlers, and their families are provided by the Baltimore City Health Department, Public Schools, Department of Social Services, and other agencies and private providers participating through an agreement with the Baltimore City Health Department therefore, services are offered at many locations.
