The Michigan Commission on Disability Concerns which includes the Division on Deaf and Hard of Hearing responds to and advocates on behalf of Michigan's 1.9 million people with disabilities.  We serve as an advocate and an information and technical assistance source for employers, state and local government, people with disabilities, families, and the general public. The 13 Commissioners are appointed by the Governor for a term of three years.

MDCR is an administrative agency with investigative and enforcement authority. The Enforcement Process is defined as all of the tasks performed when a customer interacts with MDCR about a civil rights-related need or concern, including investigation and resolution of complaints of discrimination, outreach and education programs, community relations, and contract compliance.
