Harford County Health Department is the local operating arm of the Maryland Department of Health and Mental

Hygiene (DHMH) in Harford County and is responsible for the delivery of a wide range of preventive health care,

clinical services, and environmental health services to citizens living in Harford County. The Health Department

has eight major divisions: Addictions, Administration, Environmental Health, Health Education, Health Services,

Health Promotion and Disease Control, Care Coordination, and WIC (Women, Infants, and Children). Employing over

150 employees, the Health Department provides services at various locations throughout the county and has Community

Health Centers in Aberdeen, Bel Air, and Edgewood. Children’s Medical Services, also called CMS, is a program of

the Maryland Department of Health and Mental Hygiene (DHMH). CMS can help low-income, uninsured or

underinsured Marylanders ages 0-21 years get specialty care for a chronic illness or disability by paying for needed

Harford County Infants and Toddlers Program

The Harford County Infants and Toddlers program provides early intervention services to children, ages 1 -5, who have

delays in development or who are at risk for developmental delay. Services are provided at no cost to children living in

Harford County. Participating public agency partners include Harford County Health Department, Harford County

Public Schools, and Harford County Department of Social Services. Provides early intervention services to children,

REFERRAL PROCESS: A child can be referred to the program by calling the Harford County Infants and Toddlers

program office at 410-638-3823. Although most referrals are made by parents, anyone with a concern about a child’s

development, and with parental consent, can refer. At the time of referral, general background information about the
