The Board of Education of Harford County, appointed by the Governor, is the policy-making body for the Harford County Public Schools. The school system is under the day-to-day oversight of the Superintendent of Schools who is responsible for both the instructional and support functions of the system. A Chief Administrative Officer works with the Superintendent to provide direct leadership for non-instructional functions of the school system. A Central Instructional Leadership Team (CILT) provides overall guidance for classroom instruction. Each school has a School Improvement Team made up of representatives from various areas of the school and its community in finding ways to improve the essential mission of the school system – student achievement.

The Harford County Public School (HCPS) System is dedicated to providing a quality instructional program to all students. The achievement of this goal is dependent on effective communication with our community. The HCPS web site is one of many tools we have instituted to achieve our communication goals

Special Education services are available for all students ages birth through 21, as appropriate. There is a full continuum of services to meet the needs of students with educational disabilities in the least restrictive environment. These services are provided in all the community schools. The needs of the students with the most severe disabilities may be met at John Archer School

HCPS provides itinerant services in the following areas:

  • Audiology, Deaf and Hard of Hearing Services
  • Community-Based Instruction
  • Occupational Therapy
  • Physical Therapy
  • Speech /Language Therapy
  • Vision Services

*Children enrolled in Harford County Public Schools, who are suspected of having a disability and may be in need of special education, should contact their school to schedule a screening.

All services are provided in accordance with the students' Individualized Educational Program (IEP)'s to assist the student to benefit from the specially designed instructional program.

John Archer School is the only public special education school serving students with disabilities in Harford County.  The instructional program is tailored to meet individual student needs, based on individual education plan goals.  Instructional areas may include: communication, functional academics, behavior and social skills, personal management, community skills,  and vocational skills.  In addition to serving students with significant special needs, The John Archer School houses the Harford County Infants and Toddlers Program and county wide special education itinerant services.
