Hearing Impairment means a impairment in hearing, whether permanent or fluctuating, that is so severe that the student is impaired in processing linguistic information through hearing, with or without amplification, and that it adversely affects a student's educational performance. It includes students who are deaf or hard of hearing or who have unilateral hearing loss or high frequency hearing loss. Hearing impaired children receive services under the Department of Education Students with Exceptional Needs Program.
